What is Paluwagan?
The paluwagan is a traditional Filipino rotating savings system. A group of people (usually 5-20) contribute a fixed amount weekly or monthly. Each period, one member gets the entire pot — rotating until everyone has received once.
It's a brilliant informal financial system that's been part of Filipino culture for generations. But it has problems:

Yes. Traditional paluwagan (rotating savings groups) are legal in the Philippines and are not regulated by the SEC as financial institutions. They are considered informal community-based savings arrangements protected under the principle of freedom of contract.
